Tom Willis Victory
West Virginia law is clear—public employees aren’t allowed to hire immediate family members, and the Ethics Act requires officials to recuse themselves from decisions involving their relatives. Of course, Senator Capito isn’t governed by state law as a federal official, so none of those state rules can apply federally. Still, voting to confirm your own son does have a way of reminding West Virginians that the political class operate under a different set of rules and standards than everyone else. Our leaders shouldn't be above us.

| Standout element | Embedded Mountain State Spotlight news screenshot showing Capito alongside her son, lending journalistic credibility to the ethics attack |
| Tactic | The ad uses a 'political class vs. ordinary people' populist frame, amplified by a real news article screenshot, to make an ethics attack on Capito feel factual and grassroots rather than partisan. |
