For a prosperous society, we need people to create value for other people. I think it was Jack Kemp who stated, “We need people to work, save and invest.” Truer words were never spoken. I think the best feasible tax policy for that is the Hall-Rabushka Flat Tax, with a single tax rate on income over a generous exemption, based on family size, which would make the tax progressive in nature, and a Business Tax with a single tax rate on taxable income. Dividends and capital gains would not be taxed, nor would there be any estate or gift taxes. With the resulting tax simplification, the private and public administrative cost of such a tax system would be a fraction of that spent annually in our present system, and it would greatly stimulate the production of goods and services that is necessary before anything can be consumed—to the benefit of all Americans.
